Notchmeister is a completely free app that is available on the Mac App Store and has a very small file size.
After installation, you will see this window when you open it. Although it is only in English, it is very simple to use. Effect is to select the special effect decoration you want:

There are currently five types, Glow, Cylon, Plasma Leak, Festive and Nano Radar. If you don’t understand English, you can try each special effect and it will be applied after selection:
