On May 13, the U.S. Department of Commerce announced the revocation of the AI chip export restrictions issued by Biden on January 15 this year. The Trump administration said Biden’s policy would stifle American innovation, burden companies with heavy new regulatory requirements, and damage U.S. diplomatic relations with dozens of countries.
The U.S. Department of Commerce revoked the previous AI chip export restrictions and issued new regulations to strengthen export controls on AI chips shipped overseas. The regulations include reminding the industry of the risks of using China’s advanced computing ICs, specifically naming Huawei’s Ascend chips. They clearly stipulate that using Huawei Ascend chips anywhere in the world violates U.S. export control regulations. They also warn that U.S. AI chips are not permitted to be used for training or inference of Chinese AI models, which also means Chinese technology companies will no longer be able to continue using the N20 chip that NVIDIA specifically designed and launched for China.

During the earnings call, Tencent President Liu Chiping responded to how the company should handle US chip restrictions, saying that Tencent can rely on its previously purchased chip inventory to deploy on existing AI projects. As for training Tencent’s large language models, there is no need to worry. Liu Chiping stated that Tencent does not need a large number of chips to improve the performance of its large language models, and he is confident that the company has enough high-end AI chips to continue training its AI models, sufficient to meet the needs of future generations of AI models.
Some people think the new rules announced by Trump may have a fairly significant impact on Chinese tech companies, butOverseas analystIndicating that the current Trump administration’s new restrictions will not slow China’s AI progress, because the alternative products China has now produced already outperform the N20. This ban will only hand the Chinese AI market entirely to Huawei, and will have little impact on China’s AI development.
