As the global net-zero emissions trend accelerates, Taiwan’s transportation transformation has entered deep waters. Taiwan Smart Mobile Industry Association (SMAT) released the latest industry observation today (7th) and pointed out that the 2026 electric scooter subsidy plans for all six cities in Taiwan (Taipei City, New Taipei City, Taoyuan City, Taichung City, Tainan City, and Kaohsiung City) have been announced. Observing the policy trends this year, the governments of the six cities not only continued their enthusiasm for subsidies, but also showed unprecedented determination in terms of subsidy strength and policy tools. After taking stock, SMAT summarized the four core highlights of this year’s policy:“The subsidy amount will be increased again”、“The project is more diverse”、“More direct tariff subsidies” and “Incentives for the first sales of electric motorcycles”. This shows that the local government’s strategy has evolved from a simple car purchase subsidy to a multi-dimensional market-driven model.

Breakthrough increase in subsidy amount: Taipei City’s NT$49,300 is the highest in Taiwan

According to SMAT’s data analysis, the primary highlight of this year’s Liudu subsidies is the significant increase in the subsidy base. Compared with 2025, the total amount of subsidies in the six cities has increased significantly, and some amounts have increased by even more than 10,000 yuan. For budget-conscious consumers, the initial cost of car purchase (Upfront Cost) is the key to deciding to switch to electric scooters, and this year’s subsidy threshold has been lowered to a considerable extent.

After adding in central government subsidies (Ministry of Economy, Industrial Development Administration and Ministry of Environment), the ranking of subsidies in the six cities is as follows:

  • Taipei City: with the highest 49,300 yuan The total amount of subsidies is the highest in Taiwan, and the policy strength is the highest in Taiwan.

  • Kaohsiung City: by 45,500 yuan Ranked second.

  • Taoyuan City: by 45,300 yuan Following closely behind, ranking third in Taiwan.

This data indicator reflects that urban areas with dense populations and greater pressure on transportation carbon emissions are trying to create strong incentives through high subsidies to accelerate the replacement of old fuel-powered locomotives.

The project is more focused: implementing the spirit of “just transformation”

In addition to basic subsidies, this year’s Sixth Class has demonstrated a high degree of accuracy and inclusiveness in the design of “project enhancement”. SMAT pointed out that various counties and municipalities are providing “targeted” subsidies for different ethnic groups to ensure that “no one is left behind” in the process of net-zero transformation. This is also the Just Transition emphasized by the international community.

1. Maternal, child and family support

In response to the burden on families raising children, Taipei City launched the “Kangaroo Plan” for the first time this year with an additional NT$8,000; Taichung City has a “Children’s Project” with an additional NT$3,000. The subsidy targets families with children under 12 years old, and can benefit from new or out-of-home purchases, deeply integrating transportation transformation with social welfare policies.

2. Youth and specific occupations are overweight

  • Kaohsiung City: Target young people, medical staff and parents, and use heavy 20,000 yuan The scale of the additional subsidies is huge.

  • Taoyuan City: The added targets are the most comprehensive. In addition to women, children, young people, and aboriginal people, they are also included for the first time.Delivery boy、Watch and Help Teamand existing electric motorcycle riders, showing its emphasis on high-mileage users.

  • New Taipei City: Focusing on strengthening the “replacement” momentum, we launched the “double retirement” and “early bird” plans, with a maximum increase of 19,000 yuan。

3. Business application extension

In addition to the original youth and infant subsidies, Tainan City has especially extended its policy reach toLogistics and deliveryand other commercial fields. Since the mileage of commercial motorcycles is much higher than that of ordinary households, this move will have immediate benefits in reducing urban air pollution and carbon emissions.

From car purchase to use: tariff subsidies become the new standard policy

One of the reasons why people held a wait-and-see attitude towards electric motorcycles in the past was the ongoing expense of “monthly battery rental fees.” SMAT pointed out that this year, county and city governments have noticed this obstacle and extended the policy tool from “one-time car purchase subsidy” to “long-term tariff subsidy”.

  • Taipei City: Announced for the first time this year to increase battery tariff subsidies 8,000 yuan, directly reducing the cost of use for car owners.

  • Tainan City: A monthly subsidy of RMB 7,200 for heavy-duty vehicles and RMB 3,600 for light-duty vehicles is provided. This year, the restrictions on applicants will be further relaxed to expand the scope of benefits.

  • Kaohsiung City: We will continue to promote monthly rental subsidies, providing subsidies of RMB 3,600 and RMB 7,200 respectively for single-battery and dual-battery models.

  • Outside the Six Capitals: Hsinchu City has also followed the trend and added an additional 2,000 yuan in subsidies for battery charging and replacement costs this year.

SMAT analysis shows that extending subsidies to battery tariffs can substantially lower people’s psychological threshold for switching from oil to electricity, making electric scooters more competitive than fuel vehicles in terms of long-term ownership costs.

New thinking on industrial transformation: Taoyuan’s first channel sales bonus

The innovation highlight that has attracted the most attention from technology and industry critics this year is none other than the launch of Taoyuan City“Bonus for selling electric motorcycles”. Taoyuan City Government provides motorcycle shops to sell every electric motorcycle 500 yuan Incentives, this policy officially expands the subsidy targets from “consumers” to “distributors”.

SMAT believes that this is an innovative strategy with a high degree of “industrial transformation”. Traditional motorcycle dealers have long been a gap in the promotion of electric motorcycles. Through direct sales incentives, first-line dealers can be encouraged to transform and actively promote electric motorcycles. This proves that the government’s thinking has evolved from simple financial support to a comprehensive policy guide, trying to solve the transformation dilemma from the supply side and the demand side simultaneously.

Looking forward to 2030: Calling for policy stability to facilitate long-term layout

Faced with the government’s policy goal of “35% of new electric motorcycle sales by 2030,” SMAT expressed support for the execution capabilities of various county and municipal governments in today’s report. However, the association also specifically calls for the transformation of transport vehicles to be a long-term social project, and the government should providelong term and stableThe subsidy structure does not fluctuate from year to year.

SMAT emphasized that a stable policy environment can create predictable incentives and give people more confidence when planning to purchase a car. Only if the six capital cities and other counties and cities work together to follow up and maintain policy consistency and continuity can Taiwan steadily promote the electrification of transportation vehicles while ensuring a win-win situation for industrial development and environmental sustainability, and jointly move towards a new low-carbon future of smart mobility.
