The insta toon cartoon camera is very simple to use and supports the camera’s photo taking function. If you need to, you can click Allow or click the upper left corner to read photos from iPhone photos:

Although the free version cannot use all of them (you can only choose Super Toon, oil painting, comics and sketching), these four effects are quite good and I personally think they are sufficient.
