In the post-e-commerce era, with digital advertising costs rising year after year and the traffic boom reaching its peak, Taiwan’s retail and fintech industries are experiencing a breakthrough in structural consolidation. The “CashBack Fan Duo Duo” platform, developed by leading third-party payment provider GreenWorld Technology (6763) and its subsidiary GreenWorld Big Data, officially announced today (the 8th) the launch of Taiwan’s first “Cross-Traffic Cashback Alliance.” This alliance brings together the three giants of Taiwan’s payment market—iPASS MONEY, Jie Kou Pay, and Pi Pay—as well as SHOPLINE, a leading provider of comprehensive retail solutions. This cross-industry alliance is more than just a series of marketing campaigns; it signifies that “rebates” have officially evolved from a simple promotional tactic into a standardized, scalable “Rebate as a Service (RaaS)” digital infrastructure.

Breaking Down Data Silos: Implementation and Technical Breakdown of the RaaS Model

For a long time, the biggest challenge facing e-commerce and brick-and-mortar retailers has been the data silos between payment tools, store-opening platforms, and marketing traffic acquisition systems. To offer customer rewards, merchants often need to perform cumbersome system integrations with different payment tools—a process that not only involves high technical barriers but also makes it difficult to track results across platforms. CashBack’s newly introduced RaaS model aims to resolve this structural challenge through technological means. By standardizing and encapsulating cash flow, payment, and cashback processes at the API level, CashBack serves as a “cross-payment cashback middle platform.”

For merchants, this means the benefit of “zero development costs.” GreenWorld Technology completed the deployment of its underlying architecture as early as October 27, 2025. By leveraging existing merchant systems and the MID (Merchant Identification Number) framework, the company enables its tens of thousands of merchants to enable cross-payment cashback functionality with a single click in the backend without modifying any code, or adjust checkout processes to enable cross-payment cashback functionality with a single click in the backend. In the first quarter of 2026, this functionality will be further extended to SaaS e-commerce platforms. As one of the first in-depth partners, SHOPLINE will integrate with CashBack at the system level. This demonstrates that GreenWorld Big Data’s ambitions extend beyond its own payment gateway customers; the company intends to drive RaaS standards across the entire retail market through an open ecosystem.

Debunking the Myth of High Traffic Costs: The “Merchant Growth Flywheel” Performance Model

“With customer acquisition costs (CAC) remaining high today, what companies need is not more advertising, but a proven system for measuring results,” said Xu Youjian, General Manager of GreenWorld Big Data, at the press conference, directly addressing the pain points currently faced by retailers.

The “Merchant Growth Flywheel” model proposed by Xu Youjian is the core operational logic of this alliance, and its operation involves four key stages:

  1. Targeted Traffic Generation: Instead of relying on a blind, broad-based approach, we directly connect payment apps (such as Jiekou and iPass) with the existing high-value user base on the e-commerce platform (SHOPLINE).

  2. Pay-Per-Action (CPA) Model: Unlike traditional advertising models such as “cost-per-click (CPC)” or “cost-per-thousand impressions (CPM),” the CashBack mechanism ensures that cashback costs are incurred only after an “actual transaction is completed.” According to internal test data, the return on ad spend (ROAS) under this model can exceed 10x, transforming marketing expenses from a “cost” into an “investment” with a high degree of certainty.

  3. Closed-Loop Payment: Cashback is credited directly to consumers’ e-wallets, which creates a strong incentive for repeat purchases and effectively increases user lifetime value (LTV).

  4. Data-Driven Optimization: All consumer behavior and reward data can be tracked, allowing merchants to dynamically adjust their resource allocation.

The Three Payment Giants Join the Ranks: Building “Cross-Channel” Consumer Scenarios

Another major highlight of this alliance lies in the strategic positioning of the three major payment providers. As competition in Taiwan’s electronic payment market intensifies, each provider is seeking unique ways to monetize its user traffic.

  • iPASS MONEY All-in-One Card: As the payment brand with the largest user base in Taiwan, iPass is currently undergoing a critical transition toward fully operating as a standalone app by 2026. General Manager Zheng Kaiyin emphasized that by joining the CashBack Alliance, iPass can seamlessly extend its rewards program from online shopping to offline transportation and utility payments, achieving “full-scenario coverage.”

  • Jiekou Pay: Mei Hua, Chairman of Jiekou Pay, highlighted the importance of “experience continuity.” Through this integration, users can complete the cycle of “spending, earning rewards, and applying discounts” within the familiar Jiekou app without having to switch platforms. For Jiekou, this is a crucial step toward strengthening user retention and fending off competitors.

  • Pi Wallet: Xie Mengxun, General Manager of PaiFu International, stated that this partnership represents a significant expansion of the P Coin ecosystem. Through CashBack, consumer rewards from purchases made within the GreenWorld or SHOPLINE ecosystems can be converted into P Coins. Combined with the high liquidity of the “1 P Coin = 1 New Taiwan Dollar” exchange rate, this will significantly increase the circulation speed and usage frequency of P Coins outside the PChome ecosystem.

SHOPLINE Plays a Key Role: Deep Integration of Retail Systems

As the first partner on the retail system side, SHOPLINE’s加入 fills a key gap in the “scenario-side” of the RaaS ecosystem. Ye Liwei, General Manager of SHOPLINE Taiwan, pointed out that through a highly open API ecosystem, the cashback mechanism can be directly embedded into merchants’ order management and membership systems. This means that in the future, when SHOPLINE’s brand merchants set up marketing campaigns, they will be able to call upon CashBack’s cashback module just as they would a built-in feature, without needing to seek additional assistance from third-party advertising agencies. This will significantly lower the technical and financial barriers for small and medium-sized brands to implement performance-based marketing.

In his closing remarks, Liu Shiwei, General Manager of GreenWorld Technology, emphasized: “The value of a cross-traffic referral alliance lies not in short-term subsidies, but in establishing an industry standard.” He believes that only by establishing a performance framework that is traceable, verifiable, and optimizable can rebates truly become standard practice in the retail industry, rather than a fleeting promotional gimmick.

With the official launch of the alliance, CashBack Fan Duo Duo also revealed that it is in close discussions with industry giants such as EasyPay, KKday, and the ETtoday Consumer Alliance. If these partnerships come to fruition, Taiwan will have a strong chance of seeing the emergence of a massive cross-traffic monetization ecosystem spanning “payments, e-commerce, travel, and media.” To celebrate the alliance’s launch, the organizers have simultaneously rolled out promotional campaigns, including a free FamilyMart coffee for new registrants, weekly iPhone 17 giveaways, and cashback starting at 10%.
