Valve Corporation, the parent company of Steam—the world’s largest PC gaming distribution platform—is about to face a massive class-action lawsuit in the United Kingdom. The UK Competition Appeal Tribunal recently ruled that Valve is accused of abusing its dominant market position by imposing restrictive terms on game publishers and locking players into the Steam gaming platform. The lawsuit alleges abuse of market dominance and seeks damages of up to 656 million pounds. The court ruled that the case may proceed:

Charges: Abuse of a Monopoly Position and Price Manipulation

According to reports, the lawsuit was filed in 2024 by digital rights advocate Vicki Shotbolt on behalf of approximately 14 million Steam users across the United Kingdom. If the case is successful, these users in the UK are likely to receive compensation.

The complaint alleges that Valve exploited its dominant position in the PC gaming market to impose restrictive terms on game publishers. It is even accused of forcing publishers to sign agreements prohibiting them from selling games on competing platforms at prices lower than those on Steam, or from launching games on other platforms first.

Vicki Shotbolt believes that this practice allows Valve to maintain a platform commission rate as high as 30%, resulting in British players having to pay excessive prices when purchasing games or add-ons. This “lock-in” further ties players to the Steam ecosystem:

Valve had attempted to have the case dismissed, arguing that the lawsuit should not be certified and should not be allowed to proceed to trial. However, the case was referred to the UK Competition Appeal Tribunal, which, after reviewing it, ruled that the case had legal merit and allowed it to proceed.

If the plaintiff ultimately wins this case, the compensation—totaling 656 million pounds—is expected to be distributed to affected UK Steam users. However, according to a report by VG Insights, in 2025 alone, the Steam platform released over 19,000 games, generating $11.7 billion (approximately 8.6 billion pounds) in revenue. So if the court does indeed rule in favor of the 656 million pounds in damages, I don’t think it’ll be too much of a blow to Valve XD

However, this case is the latest major legal challenge in recent years targeting market monopolistic practices by large tech companies. If Valve loses the case, it could have far-reaching implications for the pricing strategies and business models of digital gaming platforms worldwide. Don’t forget that Steam’s services aren’t limited to the UK. If countries around the world were to file lawsuits similar to the UK’s, then Valve would really have to give serious thought to its future business plans:
