The 2026 Taiwan-wide religious event “Double Mom’s Tour” is about to begin! The “Pink Supercar” Baishatun Mazu will board a sedan at 11:55 pm on April 12 to start an 8-day and 7-night pilgrimage journey of more than 200 kilometers. Immediately afterwards, Dajia Mazu will also set off at 10:05 pm on April 17 to start a 9-day and 8-night detour with a total distance of about 340 kilometers. The schedules of the two major religious events rarely overlap. In addition, the number of registrations for Baishatun Mazu this year has reached 450,000, breaking a record high. It is expected to attract more than 500,000 believers throughout the period, setting off an annual religious craze across Taiwan. Faced with such a large-scale and highly uncertain route of people moving, Taiwan Mobile launched the “Mazu pilgrimage network command center” 14 days in advance, introduced the Agentic AI intelligent human flow dynamic resource management mechanism for the first time, and integrated multiple network scheduling and maintenance strategies with the “four major communication scheduling and maintenance operations methods” to comprehensively strengthen the resilience of communications along the way, ensuring that believers can be stable and smooth without interruption during the 400-kilometer journey to pilgrimage, whether it is live broadcast, check-in or real-time sharing.

Introduction of Agentic AI for the first time, upgrading from passive monitoring to autonomous decision-making
In the past, network maintenance mainly relied on post-event monitoring and passive response. Faced with the sudden movement of hundreds of thousands of people, we often had to “follow the problem and fix the broken network.” The Agentic AI technology introduced by Taiwan University for the first time this year has upgraded network maintenance from traditional “passive monitoring” to a new stage with “autonomous decision-making” capabilities.
The so-called Agentic AI refers to an artificial intelligence system with the ability to autonomously plan, execute and adjust. Taiwan’s largest “Smart People Flow Dynamic Resource Management Mechanism” combines Cross-Site Analysis and Dynamic Path Prediction, integrates real-time network load and historical big data, and automatically generates optimal scheduling strategies. When the system detects that the crowd starts to move in a certain direction, it can pre-configure the base station capacity before the actual influx of believers, achieving advance deployment of “before the flow of people arrives, the network is available”. Even if the detour route is temporarily adjusted due to weather or religious ceremonies, AI can instantly recalculate and push new resource allocation plans to ensure that communications along the route are not interrupted.

According to Miaoli County Magistrate Zhong Dongjin at the press conference, the Baishatun Mazu pilgrimage is “not only a major event in Miaoli County, but also an important national event.” This year, more than 400,000 pilgrims marched along the route. Faced with such large-scale mobile communication needs, Agentic AI’s ability to predict in advance has become a key tool for stabilizing network services.
Four major communication dispatching and AI maintenance strategies, covering 400 kilometers in five counties and cities
With AI as the core, Taiwan University has created the following four major communication scheduling and maintenance strategies:
First, AI path prediction and advance deployment. Agentic AI is used to deeply learn historical border detour data to conduct accurate route deductions and crowd predictions, allowing communication resources to be deployed to the moving route of the sedan in advance. The system can simulate network demand curves under different scenarios based on historical data, and complete base station capacity allocation 2 to 4 hours before the team arrives.
Second, the 4G and 5G frequency bands have been expanded to 100MHz. In terms of network capacity, Taiwan has simultaneously expanded the 4G and 5G frequency bands to a large bandwidth of 100MHz, increasing the network carrying capacity by up to 5 times to support the high bandwidth needs of a large number of believers for simultaneous live broadcasts, video calls, and social check-ins.
Third, mobile deployment of base stations and mobile base vehicles. In key hotspots such as Baishatun Gongtian Temple and Beigang Chaotian Temple, as well as the Changhua and Yunlin road sections that are necessary to circumvent the border, dozens of base stations and mobile base vehicles were deployed to enhance signal coverage strength and stability in response to high-density crowd situations.
Fourth, hundreds of engineers and a dedicated engineering fleet monitor the entire process. Taiwan has invested more than a hundred network engineers and a dedicated engineering fleet to conduct full monitoring and real-time dispatching of 400 kilometers across five counties and cities: Taichung, Changhua, Yunlin, Chiayi, and Miaoli. On average, there is a maintenance base every 2 to 3 kilometers to build a dense communication support network.
OpenSignal champion in four indicators, maintaining stable quality under high traffic and load
According to the latest “Taiwan Mobile Network Experience Report” released by OpenSignal, Taiwan Mobile ranked first in four indicators: “Overall Video Experience”, “5G Video Experience” (5G Video Experience), “5G Voice App Experience” and “Availability”. It is also the only telecom operator in the industry to win the “Double Champion of Video and Video Experience”.
The results of this report show that even under high-traffic and high-load conditions during the circumnavigation, Taiwan University was able to maintain excellent audio-visual streaming stability, clear voice call quality, and highly reliable network availability, fully supporting believers’ needs for long-term travel and instant sharing.
It is worth noting that Mazu’s incense offering in Baishatun in 2026 also has a historic highlight – starting from this year, the new system of “three mothers walking together” will be implemented. Mazu, the annual furnace owner of Gongtian Temple in Baishatun, will perform incense together in a sedan chair, making it a rare religious and cultural event for the “Double Mothers Meeting” that has appeared again in 20 years. The theme of Dajia Mazu’s circumnavigation this year is “goodness”. The 9-day and 8-night itinerary will pass through Taichung, Changhua, Yunlin, Chiayi and other places, and return to Luang Dajia Zhenlan Temple on April 26.
The double mother circumambulation unfolds at the same time, which is not only an annual event for believers, but also tests the network resilience of telecom operators in extreme situations.
